Repentant Terrorists Swear with Quran After Rehabilitation — Borno Government

The Borno State Government has revealed details of its rehabilitation process for repentant terrorists, emphasizing the role of religious oaths in ensuring sincerity and accountability.

According to officials, individuals who surrender and undergo the Borno rehabilitation model are taken through a series of reintegration steps. The final stage requires them to swear an oath with the Quran, symbolizing their commitment to abandon violence and embrace peace.

> “When they come to us through all the processes of the Borno model, the last thing they do is, they take an oath with the Quran. Once you swear by the Quran, you know the implication,” a government representative explained.

The practice is intended to reinforce moral responsibility, leveraging religious values to discourage relapse into extremist activities. Authorities argue that the oath serves as both a spiritual and social contract, binding individuals to their rehabilitation promises.
